I cannot find where he actually testified to the UN back then. I will drop "to UN".
But Powell did lie. from 250,000 with 1500 tanks to zero is a lie, not a mistake.

"A year later, Powell would admit to getting the numbers wrong. There was no massive build-up. But by then, the war had been fought."
